The Rock was the one who took himself out of the WWE WrestleMania 41 main event for reasons only he understands. He was integral to John Cena turning heel, for Cody Rhodes to have someone to get revenge on, but for whatever reason, Dwayne Johnson - the WWE Board Member - decided that after instigating the heel turn, that he take himself out of the story entirely. Instead, Travis Scott did the dirty work as everybody sat there angry that it wasn't The Rock. Where was The Rock? Sitting at home, doing nothing.
